Search “ilovepdf not working” from Lahore at 9pm and you will find the same screenshot: a green bar stuck at 40%. The tool is fine. Your upload to their region is not.
What is actually failing
iLovePDF (and Smallpdf, PDF2Go, ILoveIMG) are cloud desks. The PDF leaves the phone, sits in a queue, comes back. On a congested PTCL or mobile uplink, a 30MB scan never finishes. Then the tab times out and people assume the site is “down in Pakistan”.
