Not every machine has Excel. Excel to PDF reads .xlsx / .csv in the browser, paints tables, and paginates.
Charts as images inside the workbook may not travel. Cell values, merged titles and simple sheets do. Enough for sending a fee structure or a grade sheet when you cannot open desktop Excel.
The reverse path is PDF to Excel for when someone emailed a table as a PDF.
