A PDF reader opens a PDF so you can read it. It is not a converter and usually not an editor. Chrome, Safari, Edge, and the phone’s Files app are PDF readers you already have. “What is a pdf reader” is often someone looking for a download they do not need.
What a reader should do
- Open the file without an account.
- Let you scroll, zoom, and search if the PDF has real text.
- Print or share the same file.
Preview on Mac, Edge on Windows, and Google Drive’s viewer all count. A site that says “download our reader” before it shows page one is selling the app, not the definition.

If search inside the PDF finds nothing, the reader is fine and the file is a scan. OCR PDF extracts the words. The reader cannot invent text that was never stored.
You do not install PakPDFConverter. The tools run in the reader you already use — the browser.
