How to resize a PDF depends on which size you mean. “Resize pdf”, “pdf resize”, and “pdf size reducer” mix two jobs:

Shrink the file
- Crop noise first. Black borders are expensive pixels.
- Compress PDF around 0.7.
- Check the new size on disk. If you need 100KB, follow compress a PDF to 100KB.
- Read reduce PDF size without losing quality before you drop to 0.3.

Cropping trims. It does not rescale a drawing onto a new sheet by magic. If the important content already fills A4, leave the page size alone and only compress.
“Pdf size reducer” sites that ask for an email are compressors with an account wall. The encoding can happen in the tab.
